Святошинське РУ ГУМВС України в м. Києві, Голосіївське РУ ГУМВС України в м. Києві та Оболонське РУ ГУМВС України в м. Києві 20 лютого 2013 року стали об’єктами моніторингу з боку Андрія Діденко (ХПГ) та Євгена Крапивіна (Асоціація УМДПЛ). У цій статті Андрій розповість вам трохи про працівників Святошинського РУ і їхньої реакції на моніторинг.
Щойно ми в попередньому моніторинговому звіті пораділи за нашу міліцію, що вона стала більш відкритою, що вже не лякається фотоапарата і відеокамери під час несення своєї державної служби під час виконання своїх службових обов’язків. Казали, що міліція вже знає і розуміє, що діяльність державної служби охорони правопорядку є відкритою і публічною, а людина у формі яка несе державну службу, представляє Державу і діє від імені Держави.
Наступного ж дня натикнулися на столичний райвідділ, нібито з іншої планети. Склалося таке враження, що опинилися на початку моніторингового марафону міліції, який до речі проводиться вже третій рік. Так дійсно три роки тому моніторів ворожнече зустрічали в кожному райвідділі, як тільки бачили камеру, або фотоапарат, піднімався галас, викликалося керівництво і як наслідок, про цю подію керівництво МВС дізнавалося з моніторингових звітів, відбувалися публічні заходи і дискусії, чи можна знімати міліцію, чи не можна. Складалося таке враження, що була така думка у керівників МВС, що людина в міліцейській формі, сама по собі вже представляє державну таємницю і знімати її на камеру не можна за будь яких умов. Потім керівництво МВС змінювалося і діючий міністр Захарченко, як на мене доволі зрозуміло і коректно сказав під час одного з публічних заходів, що знімати міліцію на камеру, під час службової діяльності не заборонено, якщо ці зйомки не перешкоджають виконанню професійних обов’язків. Навіть роз’яснення були міністерські як толерантно і ввічливо себе поводити під час несення державної служби. І тут раптом черговий сержант повідомляє нам, що в вестибюлі райвідділу: «запрещено снимать», «Вы можете підготовиться к взлому». Навіть до смішного, «взлому» чого? – «у Вас есть документы?» «Это режимный объект тут нельзя снимать».
Черговий на службі відділу внутрішніх справ, по перше в своїй особі представляє державу і діє від імені держави, тому має знати про всі дозволи і заборони, в тому рахунку і нормативно правові документи і розпорядження що регламентують його діяльність. А керівництво закладу має цю інформацію донести до відома підлеглих.
Тому все ж таки прохання до керівництва МВС: роз’ясніть будь ласка своїм підлеглим, що діяльність міліції є публічною як пропозиція, проведення додаткового семінару спільно з представниками громадськості на предмет інформованості керівного і рядового складу закладів МВС щодо своїх прав і обов’язків. А також дискусії на тему стереотипів приховування своєї діяльності. Ну що може бути секретного у сфері діяльності чергової частини районного відділу міліції? Які такі державні таємниці зберігає черговий які не можуть бути інформацією для загального доступу, тобто щоб кожна людина могла знати як працює чергова частина, які вона виконує функції і чим вона корисна взагалі як територіальна одиниця відділень МВС України?
